In 2018, driven by farmers in places like Kentucky–Mitch McConnell's home state–Congress passed that year's Farm Bill, hoping to give U.S. farmers a new crop opportunity with hemp. They’d read enough about hemp’s uses for things like fabric, protein-packed seeds, and non-intoxicating CBD oil that they were all in. What they didn’t plan for? Creative minds who would use hemp’s THC content to make products with effects that feel just like recreational marijuana—without technically crossing any legal lines.
The Farm Bill defines legal hemp as anything from the cannabis plant that contains less than 0.3% Delta-9 THC by dry weight.
